Workforce Innovation And Opportunity Act
President Barack Obama signed the Workforce Innovation and Opportunity Act into law on July 22, 2014. WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. Congress passed the Act by a wide bipartisan majority it is the first legislative reform in 15 years of the public workforce system.
WIOA supersedes the Workforce Investment Act of 1998 and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973. In general, the Act takes effect on July 1, 2015, the first full program year after enactment, unless otherwise noted. The U.S. Department of Labor will issue further guidance on the timeframes for implementation of these changes and proposed regulations reflecting the changes in WIOA soon after enactment.

The WOIA went into effect in 2015 and supersedes the Workforce Investment Act of 1998. The new legislation is mainly administrative & consolidated several workforce development programs into the WIOA , while distributing much of the oversight onto the individual states. For all intents & purposes, there weren’t any noticeable changes that will affect applicants.
WIOA funding is available for truck drivers. WIOA funds have been used by thousands of people to pay for some or all of their truck driving school tuition.
The Workforce Innovation & Opportunity Act is a Federal program that provides training and job placement services for dislocated and displaced workers, who have lost their employment through no fault of their own. WIOA training funds are designed to serve laid-off individuals, older youth and adults who are in need of training to enter or re-enter the labor market. If you have lost your job, through lay-offs, plant closings, etc., you may be eligible for paid training and job placement services.
In addition to job services for displaced workers, the WIOA also provides for Adult Education services, to help those who lack high school diplomas, and/or need to obtain sufficient reading, writing and math skills.

Will Wioa Pay For Any Training That I Wish To Take
Presently skills training is only provided for occupational specific jobs and careers where hourly rates and salaries are paid. Totally commission, fee-based careers such as real estate, cosmetology, massage therapy and nail technicians are not approved for funding. Lists of additional sources of financial aid are available for clients who wish to pursue these careers. Short-term certification and exam preparation courses are offered based on individual need. There are also limits on the amount of funding available for training .

State Formula Grant Programs
The three formula grant programs for youth, adults, and dislocated workers provide funding for employment and training activities provided by the national system of One-Stop Career Centers. Funds are distributed to states by statutory formulas based on measures of unemployment and poverty status for youth and adult allocations and unemployment measures only for dislocated worker allocations.2 States in turn distribute funds to local workforce investment boards.
Youth Activities
This program provides training and related services to low-income youth ages 14-21 through formula grants allocated to states, which, in turn allocate funds to local entities. Programs funded under the youth activities chapter of WIA provide 10 “program elements” that consist of strategies to complete secondary school, alternative secondary school services, summer employment, work experience, occupational skill training, leadership development opportunities, supportive services, adult mentoring, follow-up services, and comprehensive guidance and counseling.

Both the WIOA and WIA revolve around the needs of businesses and workers. Businesses require employees with skills that can be used in today’s economy and often have a difficult time finding them. On the other side of the same coin, there are many unemployed workers who are eager to find a job, but don’t have the skills employers need.
The role of the WIOA and WIA programs is to give unemployed workers the training needed to acquire those skills. Eligibility, however, is available only to those workers who have lost, or are about to lose, their jobs through no fault of their own.
What Is New In The Wioa As Opposed To The Wia
The WIOA established a single strategic plan and performance accountability system for several different workforce development programs, including the WIA, youth programs, and disaster relief.

The Workforce Investment Act is the first source of grant you should look for. This program offers financial aid for trainings, including CDL trainings for people in many industry fields. Just like many other government-based assistance programs, the WIA program prefers individuals who are in financial need. There are two phases of review, therefore it is advisable that you keep everything on the record and store it somewhere safe, so that when the guys from WIA program call you, you are prepared.
Another good source to finance your education is from the Pell Grant. Although many people tend to think that the Pell Grant is only available for the standard undergraduate programs, students of truck driving schools can also apply for this grant. The eligibility of this grant is determined by the Free Application for Student Aid. You need to complete the form online, and from there your eligibility is determined.
The amount of award for this grant is up to $4000 each semester, for up to 12 semester. Pell Grant recipients are usually eligible for many other Federal grants from the U.S. Department of Education. Individuals who think they may qualify for a WIOA grant are encouraged to obtain an application through a WIOA program located at American Job Training Centers, county agencies and community colleges. Some programs require in-person or online orientation prior to submitting the application.
