Small businesses starting to see $10,000 grants through Orange County CARES Act

The U.S. Small Business Administration this week announced key details on application requirements, eligibility and a program guide for the Restaurant Revitalization Fund . The restaurant industry has been among the hardest-hit sectors during the economic downturn caused by the COVID-19 pandemic.

To help bring jobs back and revive the industry, the American Rescue Plan, signed into law by President Joe Biden, established the $28.6 billion Restaurant Revitalization Fund at the SBA. The SBA will administer the funds to the hardest-hit small restaurants.

Fourth District Small Business Grant Program

The Orange County Fourth District Small Business Grant Relief Program has been extended for Phase 2 and will help its small businesses and non-profits experiencing financial losses resulting from the COVID-19 pandemic. Applicants can apply for up to $10,000 depending on need based on the new program.

Eligible businesses in the cities of Fullerton, La Habra, and portions of Anaheim can apply beginning Saturday, August 1st until Saturday, August 22 at 5:00 p.m. via an online portal or in person.

Funds will be allocated depending on proof of need, including loss of sales, layoffs or forced shutdown due to COVID-19. Business with no more than 25 employees are eligible. To stimulate community economic impact, applicants are encouraged to spend the funds locally. Visit for all requirements and guidelines.

Emergency Small Business Funding Program

The purpose of the Orange County Emergency Small Business Funding Program is to assist Orange County-based small businesses that are experiencing financial difficulties such as mandated shutdowns, employee layoffs, and operating losses as a result of ongoing efforts at the Federal, State and local authorities to contain and minimize the spread of the COVID-19 pandemic.

Applications for Orange Countys Round #3 Emergency Small Business Grant Program will be available at this link: beginning at 12:00 p.m. on Monday, January 4, 2021. The application and supporting materials must be submitted by 5:00 p.m. on Wednesday, January 20, 2021, for the application to be considered.

Businesses that have already received COVID-19 related financial assistance from either the state, federal or local governments are eligible to apply for this round of funding. Examples of these types of programs include Paycheck Protection Program , Economic Injury Disaster Loan , Small Business Administration Loan, Carrboro Small Business and Non-Profit Emergency Loan/Grant Fund.

Orange County is providing up to $250,000 in funding to support individual grants of approximately $3,000 per applicant for all finalist applicants to the Round #3 program. Final award amount will be determined based on the total number of eligible applications received.

Orange County Small Business Grant Relief Program

The County of Orange initiated a to support small businesses and organizations impacted by COVID-19 in Orange County Supervisorial District Five. The $10,000 grants were made available to eligible small businesses and non-profits within the district, which included Mission Viejo.

The business applicants must have proven that their business has been affected by COVID-19 in at least one of the following ways: Sales from the business are down more than 25% compared to the previous three months the business has had to lay off at least one of its employees or the business was forced to shut down by the state or local government. New February : 5th District Small Business Grant Relief Program

The Countys Small Business Grant Relief Program will support small businesses and organizations within the 5th Supervisorial District impacted by COVID-19 by providing $10,000 awards. The application period opens at 9 am on February 1.

Round Five Of Funding For The California Small Business Covid

$2,500 Small Business Grants NOW OPEN for Orange County California

Californias Office of the Small Business Advocate , part of the Governors Office of Business and Economic Development , has opened its 5th round of funding for the California Small business COVID-19 Relief Grant Program. Funding for these grants is part of a $2.075 billion comprehensive package that was signed by the Governor to assist businesses impacted by COVID-19. Small businesses and non-profits that are waitlisted from rounds 1, 2, and 4, and new businesses are eligible to apply. Based on annual gross revenues for 2019, additional eligibility criteria includes:

  • Revenues of $1,000 to $100,000 = $5,000 grant
  • Revenues of $100,000 to $1,000,000 = $15,000 grant
  • Revenues greater than $1,000,000 to $2,500,000 = $25,000 grant

Orange County Supervisor Lisa Bartlett awarded $14.5M in CARES Act funding to small businesses and non-profit organizations throughout the Fifth District through her Small Business Grant Relief Program.

Free Floor Plan Software To Small Businesses Impacted By Covid

The County and 3D Event Designer launched an outdoor edition of its Back2Business Initiative program to help local small businesses impacted by COVID-19 safely reopen by meeting local, state and federal social distancing guidelines.

The Back2Business Initiative: Outdoor Edition will provide up to 800 OC small businesses with access to free floor plan software to quickly create, configure or update their indoor and now outdoor space. This software allows businesses like restaurants and retail shops to view their current layouts and adjust their floor plans to meet the latest social-distancing requirements. With outdoor space being a focus for most restaurants, this software will allow restaurant owners to maximize the availability of their outdoor seating, giving them the confidence to open to customers and bring their employees back to work safely and responsibly.

Back2Business Initiative: Outdoor Edition is free and available to eligible businesses on a first-come, first-served basis through December 30 or when the maximum number of slots are filled.

The online grant applications period will re-open Monday, May 9, 2022. Late applications will not be accepted. Grants will be awarded based on meeting the grant qualifications, demonstrating the ability to use the funds based on eligible use, priority grantee status and meeting the eligible business requirements. Grantee will receive one payment in the amount of $2,500.00 to use towards eligible expenses and the payment must be spent before September 30, 2022. Funding provided under this program must be used solely for the purposes stipulated on this website and subsequently in the agreement between Orange County and qualified microbusiness recipient.

Governor Newsom Announced The Launch Of A California Rebuilding Fund To Support Small Businesses By Offering Loans And Free Advisory Services Through Community Based Lenders

Who Can Apply For A Grant

The Orange County Microbusiness Grant Program provides approximately $2,500.00 in one-time grant funding to approximately 1,470 Orange County microbusiness. The intent of the funding is to provide relief to the hardest to reach qualified microbusinesses and entrepreneurs. The goal is to identify and engage eligible microbusinesses that face systemic barriers to access capital, including but not limited to, businesses owned by women, minorities, veterans, individuals without documentation , individuals with limited English proficiency, and business owners located in low-wealth and rural, communities throughout Orange County.

To be eligible, microbusinesses must meet the following requirements:

  • The microbusiness began its operation prior to December 31, 2019.
  • The microbusiness is currently active and operating or has a clear plan to reopen when the state permits the reopening of the business.
  • The microbusiness was significantly impacted by the COVID-19 pandemic.
  • The microbusiness had less than fifty thousand dollars in gross revenues in the 2019 taxable year.
  • The microbusiness currently has fewer than five full-time equivalent employees and had fewer than five full-time equivalent employees in the 2019 and 2020 taxable years.
  • The microbusiness is not a business excluded from participation in the California Small Business COVID-19 Relief Grant Program, as specified in paragraph of subdivision of Section 12100.82.

Orange County Community Services has implemented a call center to meet the needs of businesses including those in Mission Viejo impacted by the novel coronavirus pandemic.

The Economic & Business Recovery Call Center offers information and resources to help Orange County businesses navigate the current economic climate. These resources will support businesses with challenges such as lay-off aversion, loans, utility reduction programs, and community resources mapping.

Federal Paycheck Protection ProgramU.S. Small Business Administration

The CARES Act dedicated $349 billion to the creation of the Paycheck Protection Program, which is designed to help small businesses keep their workforce employed. The program is retroactive from February 15, 2020 to allow employers to rehire recently laid-off employees. Small businesses and eligible non-profits, Veteran organizations, and Tribal businesses, as well as self-employed individuals or independent contractors, are eligible to apply if they have 500 or fewer employees.

The program offers loans up to $10 million with an interest rate of 0.5 percent and maturity of two years. No collateral or personal guarantees are required and loan payments will be deferred for six months. The SBA will forgive loans if all employees are kept on the payroll for eight weeks and the money is used for payroll, rent, mortgage interest, or utilities.

Businesses can apply through any existing SBA lender or through any federally insured depository institution, federally insured credit union, and Farm Credit System institution that is participating. Lenders may begin processing loan applications as soon as April 3, 2020. Loans will be administered on a first-come, first-served basis.
