The Small Business Development Center at NMSU Grants is open and taking face to face appointments at our clients request. We are still offering Zoom and phone appointments as needed or requested. They Need Matching Funds

Matching funds are required for many federal grants. In some cases, matching funds may be available from other sources, such in-kind services offered by applicants. The match requirement is typically a percentage of project costs. In some cases, a volunteer organization may be able to provide matching funds. However, these contributions must be related to the projects goals.

When applying for match funds, its important to keep overhead expenses in mind. These expenses include marketing materials and tools, which are often overlooked. These costs should be included in the proposal budget. If they are not, they will have to be acquired or donated to the organization. For this reason, its important to have a detailed list of your costs.

Universities, other nonprofit partners, or philanthropic organisations can provide the match. Federal funds can be used to provide match funds. However, this must be allowed. These funds can be provided in cash, or in-kind. Once the match is secured, the project can move forward.

Small Business CARES Relief Grants

Application period: December 7, 2020 December 18, 2020

The Small Business CARES Relief Grants were authorized by the State of New Mexico in the November 2020 Special Session and were funded by $100 million in Federal CARES stimulus funds.

NMFA received 14,136 grant applications from New Mexico businesses totaling $156 million in funding requests. Grants were awarded to 6,743 businesses throughout New Mexico, with 60% of the funds provided to businesses in urban areas and 40% of the funds to businesses in rural areas of the state. The businesses receiving grants include restaurants, hotels, retail stores, nonprofit organizations, manufacturing companies, accountants, and many more in communities large and small throughout New Mexico. The smallest grant was $2,000 and the largest grant was $50,000. The average grant size was $15,000.

Small Business Recovery Loan Fund 2020

Application period: August 5, 2020 December 31, 2020

Enacted by the New Mexico Legislature during the June 2020 Special Session and signed into law by Governor Michelle Lujan Grisham, this program allocated funds to provide loans to businesses that experienced financial hardship due to the public health order resulting from the COVID-19 pandemic.

Number of businesses with approved loans: 890 Number of NM counties represented: 26 Number of NM cities and towns represented: 73

Total loan amount: $40,545,955

Clean Water State Revolving Fund

Anton Chico Land Grant Sign (Anton Chico, New Mexico)

Funding is available for Planning Loans, Design Loans and Construction Loans. Loan subsidy may be available to disadvantaged borrowers or to borrowers that incorporate sustainability features into projects. Loan terms may be up to 30 years with repayment beginning one year after project completion.

Clean Water State Revolving Fund applications are accepted year-round.

Eligible Borrowers

  • Private entities are eligible for limited types of projects

Program Eligibility

  • Publicly owned centralized wastewater treatment works construction, repair or replacement
  • Implementation of a non-point source management plan
  • Measures reducing, treating, or managing stormwater
  • Measures reducing demand to publicly owned treatment works through conservation
  • Watershed projects
  • Reducing energy consumption at publicly owned treatment works
  • Projects for reusing or recycling wastewater or stormwater
  • Increasing security at publicly owned treatment works

Loan Interest and Terms

Clean Water State Revolving Fund loans are offered at low interest rates from 0.01% for public entities that do not qualify for 0% and 2.375% for private entities. Loan repayment terms may be up to 30 years.

Priority Rating System

Bipartisan Infrastructure Law: Drinking Water And Wastewater Investments

The Bipartisan Infrastructure Law delivers more than $50 billion to the U.S. Environmental Protection Agency over the next five years to improve our nations drinking water, wastewater, and stormwater infrastructure the single largest investment in water that the federal government has ever made. During the first year of funding, 2022, allocations for New Mexicos State Revolving Funds total $63 million. This investment into our state will mean safe drinking water, clean water for communities and healthier watersheds.

New Mexico Loan Resources

Enhanced Existing Loan Programs aim to meet the needs presented by the pandemic and recovery. The New Mexico Small Business Investment Corporation committed an additional $35 million at low interest rates to assist small businesses impacted by COVID-19. Emergency business loans, some of which have been designed specifically for pandemic recovery, are available through these NMSBIC nonprofit lending partners:

Small Business Recovery Loan Fund provides low-interest loans to eligible COVID-impacted businesses. Interest is set at one-half of prime rate, and terms allow for deferred payments and no penalty for paying off a loan in advance. Businesses that received a Small Business Recovery Loan in 2020 are eligible to reapply for additional funds or to update their current loan to take advantage of the new terms. On November 30, 2021, the New Mexico Finance Authority Oversight Committee approved the Cannabis Microbusiness Loan Program, a new $5 million program that offers affordable loans to licensed cannabis microbusinesses.
