Community Development Block Grant (CDBG) in 3 minutes

In regular business, the commission awarded a bid to Bob Johnsons Computer Stuff, Inc. for 18 mobile data terminals for the sheriffs department. The terminals are computers used in patrol vehicles for reports, dispatching and other uses. The amount totaled $29,993.24.

The commission approved the annexation of 997 W. Liberty Street by the city of Farmington. The property was purchased by BJC to expand hospital services.

The commission also approved buying tasers for the sheriffs department at a cost of $17,491.57 from Axon Enterprise. The purchase was originally approved in 2021, but the amount was accidentally omitted from the minutes.

The sales tax report for August showed a 4.29% increase year to date. The county has collected $401,584.68 more in sales taxes than this time last year. Treasurer Parks Peterson said it was close to the trend he expected of 5%.

The next scheduled regular meeting will be Tuesday at 10 a.m. at the courthouse annex in downtown Farmington.

State Officials Award $35 Million In Grants To 40 Communities

Atlanta, GA Commissioner Christopher Nunn announced today that forty Georgia communities will receive more than $35 million in federal grants to help grow their local economies. The U.S. Department of Housing and Urban Development allocated the annual funds to the States Community Development Block Grant program, which is administered by the Georgia Department of Community Affairs. The awarded communities are comprised of counties and cities statewide which will implement an array of community development projects across the state including housing improvement projects, public facilities such as water and sewer lines or street improvements and buildings such as local health centers or senior centers.

Community Development Block Grants are impactful tools that benefit all parts of the state, especially rural Georgia, stated DCA Commissioner Christopher Nunn. These awards represent locally-driven city and county solutions that will improve the quality of life for many Georgians.

The State CDBG program is available to eligible non-entitlement local governments. The annual grants support community projects, facilitate creation of jobs, and assist low and moderate-income citizens. This years grant awards will fund $30.5 million in infrastructure projects, $3.8 million in housing projects, and $3 million in various building projects.

Potential To Decrease Disparities: Supported By Some Evidence

There is some evidence that Community Development Block Grants reduce disparities in neighborhood quality and housing stability between urban communities with high and low incomes2, 5. Specifically, higher CDBG spending per resident living in poverty is associated with increases in the number of businesses and mortgage approval rates in urban communities5. More research is needed to confirm how CDBGs impact disparities in community development.

CDBGs are recommended to help reduce disparities in well-being between neighborhoods20. The Community Development Block Grant CARES Act program focuses on improving equity in response to the disproportionate impact of the COVID-19 pandemic on the health conditions of communities composed of people of color with lower incomes21. However, CDBG funds are not always used equitably, and in some cases, there have been funding misallocations that result in greater benefits to residents with higher incomes than those with lower incomes22. Experts suggest that program funds should be allocated with greater consideration for who benefits the most22.

How Do Community Development Block Grant Recipients Prove They Are Meeting National Goals

CDBG grantees must provide reports on the impact of their projects. HUD requires that grantees provide reporting in several key areas:

  • How much money they obtain and use from other federal, state, local, and private sources for each CDBG activity
  • The number of persons, households, or businesses affected by the CDBG funds
  • The income level for persons or households by 30%, 50%, or 80% of the area’s median income. For CDBG activities with specific requirements about the number of low- to moderate-income persons or households receiving benefits from the project, reporting should include both the total number and the number of low- to moderate-income recipients.
  • For limited clientele projects focused on issues such as race, ethnicity, or disability, grantees must report the relevant data.

There are 18 additional performance criteria that potentially apply, depending on the type of CDBG activity.

CDBG partners with rural cities and counties to improve the lives of their low- and moderate-income residents through the creation and expansion of community and economic development opportunities in support of livable communities.

HUD Objective: The primary federal objective of the CDBG program is the development of viable urban communities by providing decent housing and a suitable living environment and through expanding economic opportunities, principally, for persons of low- and moderate-income. Persons of low and moderate income are defined as families, households, and individuals whose incomes do not exceed 80 percent of the county median income, adjusted for family or household size.

How Community Development Block Grants Work

Each year, HUD allocates a portion of its budget to fund the CDBG program. HUD uses a formula to allocate funds to so-called entitlement grantees, namely every metropolitan area with at least 50,000 people, specifically designated large cities, and every county with a population of more than 200,000.

Entitlement grantees receive 70% of all CDBG funds. HUD distributes the remaining 30% of CDBG funds to states. Localities within the state then submit applications and compete for CDBGs.

In 2021, HUD allocated nearly $3.5 billion for the CDBG program. On March 22, 2022, HUD allocated nearly $3 billion in Community Development Block Grant Disaster Recovery funds appropriated by the Disaster Relief Supplemental Appropriations Act, 2022, for major disasters occurring in 2020 and 2021.

According to HUD statistics, since 1974, it has issued CDBGs totaling more than $160 billion.

HUD establishes national objectives that serve as prerequisite criteria for every CDBG project. Proposed CDBG projects must meet one of the following criteria to be eligible for funding:

  • Benefit low- and moderate-income persons
  • Help to prevent urban blight and eliminate slums
  • Address urgent community development needs that present a serious and immediate community health and welfare threat for which no other funding is available

    What Is A Community Development Block Grant

    Community Development Block Grant

    The availability of adequate public infrastructure and services is a crucial aspect of community development. Using CDBG funds, grantees can build new public facilities such as community centers and special-needs facilities or improve existing facilitiesfor example, by improving accessibility for physically disabled community residents.

    CDBG grantees may also use funds to address community economic, health, and welfare needs through investment in public services. Job-training programs, employment services, substance-abuse treatment programs, child care services, and crime prevention are just some of the services eligible for CDBG funds.

    Public services can account for no more than 15% of the total annual community development block grant allocation.

    Must Community Development Block Grant Projects Be Completed In A Certain Amount Of Time

    Essentially, yes. To ensure rapid and effective use of CDBG funds, HUD annually assesses the progress of each CDBG project using a timeliness test. HUD determines timeliness 60 days before the end of the CDBG program year by comparing the total amount of a projects outstanding line of credit to its annual budgeted amount. If the ratio exceeds 1.5, HUD deems the project “untimely.”

    The first time a CDBG project is untimely, it has 12 months to correct its spending and advance the project. If there is a second finding of untimeliness that does not fall within one out of two exceptions, HUD reduces the line of credit to bring the credit/budget ratio back to 1.5. The only allowable exceptions are if:

  • At the time of the second timeliness measurement, the program was spending money at a rate that would bring it into compliance before the subsequent annual measurement.
  • The failure arose from circumstances out of the CDBG recipients control.
  • State Officials Award $43 Million In Grants To 60 Communities

    Atlanta, GA Governor Brian Kemp announced today that sixty local governments will be awarded more than $43 million in Community Development Block Grants to help improve their communities. The U.S. Department of Housing and Urban Development allocated the annual funds to Georgias CDBG program, which is administered by the Georgia Department of Community Affairs.

    Georgians in these 60 counties and neighboring communities will directly benefit from the quality-of-life improvements provided by the CDBG program, Governor Kemp said. Our infrastructure investments are yielding great dividends, attracting major manufacturers and jobs to our state and helping keep Georgia the number one state for business.

    The CDBG program is available to eligible local governments. The annual grants support community projects, create jobs, and assist low and moderate-income citizens. This years grant awards will fund $29.9 million in infrastructure projects, $5.8 million in housing and multiactivity projects, and $7.4 million in various building projects.

    I am extremely proud of these investments and the community impact that will result from each one. These awards represent careful planning, hard work, and a commitment to improving local communities, said DCA Commissioner Christopher Nunn.

    The CDBG grants are awarded annually on a competitive basis. This year, Georgias Department of Community Affairs received more than 100 applications for more than $70 million.

    State Special Project Round

    The CDBG SSP account consists of 15% of the remaining funds from the state of Arizona’s allocation from HUD after the 10% Colonias Set Aside and the states retention of 2% plus $100,000 for administration and 1% for technical assistance and the funding round is competitive. All communities eligible to receive funding from the state CDBG program are eligible to apply for State Special Projects. Applications submitted must propose all activities pursuant to 24 CFR 570 that are ready to begin implementation immediately with environmental review requirements completed, Release of Funds issued, land control secured, planning, design, and permitting complete, and all other related up front issues resolved.

    Ineligible Communities And Counties

    Community Development Block Grant (CDBG) Program Public Hearing 4/15/2021

    Entitlement cities of Salt Lake, Provo, Orem, Ogden, Layton, Logan, Clearfield, Sandy, St. George, Taylorsville, West Jordan, West Valley, Lehi and the urban counties of Utah, Salt Lake and Davis have similar programs designated for their areas and are not eligible for the State Small Cities Community Development Block Grant Program.     Community Development Block Grant

    The federal Community Development Block Grant program provides funding for community and economic development projects in order to encourage additional federal, state and private resource investment. Communities receiving CDBG funds use the grants to provide safe and sanitary housing, a suitable living environment and expanded economic opportunities. The Nebraska Department of Economic Development administers the CDBG program for most of the state. Due to population size, some cities in Nebraska are the administrators of the CDBG program in their communities.     Colonia Set Aside Round

    Community Development Block Grant (CDBG) Program

    The Cranston-Gonzalez National Affordable Housing Act of 1990 obligated the U.S. Department of Housing and Urban Development to earmark CDBG funding for upgrading the housing and infrastructure of Colonia communities. It mandated a set-aside for the improvement of Colonias communities in all the states along the U.S.-Mexico border. Colonias communities often lack the basic necessities most Americans take for granted including running water, sanitary waste water treatment, electricity, and safe housing. Arizona must set-aside at least 10% of its total annual allocation for Colonias projects only projects that address the lack of basic infrastructure or safe and sanitary housing can qualify as colonia projects.

    In order to provide sufficient funding to address those issues that plague Colonias, ADOH will make funding available through the Colonia set-aside once every two years in a competitive application process announced Through a Notice of Funds Availability . Applicant must be a State of Arizona, Department of Housing Certified Colonias or must complete and submit a Colonias Designation and Certification packet along with all source documentation at least 60 days prior to the Colonias Application deadline. The current list of those Colonias who have been certified as eligible to participate in the competitive Colonias Set Aside application round is posted on the Departments website on the Community Development and Revitalization page.
