How Does The Down Payment Equity Act Work
The Act is a cash grant for first time home buyers. It is neither a loan nor a tax credit. It is a one-time cash payment offered to qualified buyers at closing that is applied directly to the purchase transaction.
The standard cash award for first-time home buyers is $20,000. An additional $5000 is also available. To qualify, buyers must be socially and economically disadvantaged individuals.
It includes anyone who identifies as Black, Hispanic, Asian American, Native American, or any combination thereof or faced racial or ethnic prejudice or cultural bias because of their membership in a group.
Borrowers who earn no more than 120% of the area median income or 180% if they live in a high-cost area are eligible for a $20,000 loan.
Those who are identified as socially disadvantaged because they belong to a group that has been subjected to racial or ethnic prejudice may be eligible for an extra $5,000.
Hurdles To Buying A First Home
“Many young people benefit from assistance provided by families to purchase their first home,” Ventura said, noting that she was among them. “But for many first-generation homeowners, assistance is not an option. So that’s why this program is so critical.”
Coming up with the money for a down payment, she added, is “typically the biggest hurdle to buying your first home.”
McKee and other officials acknowledged that providing help with a down payment is only part of the picture there also has to be more inventory of homes available for people to buy.
Too few units have been built over too many years, McKee said.
Wednesday’s announcement took place at a newly constructed home on Middle Street in Pawtucket, where Pawtucket Central Falls Development has been building five two-family dwellings that are intended for first-time homebuyers who meet certain income restrictions.
Executive Director Linda Weisinger said that while the median price for a single-family home in Rhode Island was around $375,000 in January, one of the two-family units sells for $269,000.
“If we dont have houses that families can buy, then people are priced out of the market,” she said.
She also noted that Rhode Island has major racial disparities when it comes to homeownership.

Criteria To Qualify For The Down Payment Toward Equity Act 2021
Eligible home buyers should meet all the following criteria:
- Home buyers who may have previously owned a home must not have owned a home or co-signed on a mortgage loan within the previous 36 months.
- The parents/legal guardians of home buyers must have never owned a home during their lifetime. All home buyers who have previously lived in foster care are exempt from this requirement.
- Home buyers income must not be more than 120% of the median income of the metropolitan area or 180% if they live in a high-cost area.
- Home buyers should use a mortgage supported by one of the five government mortgage agencies Freddie Mac, Fannie Mae, VA, FHA, and USDA. Jumbo mortgages, as well as other non-qualifying mortgage loans, are not eligible.
Who Would Be Eligible For This First

PROVIDENCE, R.I. A new pilot program is aiming to open the door to homeownership for first-time buyers.
On Wednesday, Gov. Dan McKee and RIHousing launched FirstGenHomeRI, a program designed to help first-generation homebuyers by providing them with $25,000 for down payments and closing costs.
Access to homeownership opportunities has significant implications for family outcomes, McKee said. Down payment assistance programs targeted at opening the doors to homeownership to first-generation buyers can help reduce the racial wealth gap and are a down payment on our future: the future of Rhode Island families and their ability to live and thrive in our state.
The financial assistance is a grant that does not need to be repaid as long as the buyer keeps the home as their primary residence for five years.

According to McKee, the program will help address inequities and barriers to homeownership and boost the long-term outlook for families who have not previously pursued buying a home. He cited studies that show when parents own a home, their children are likely to grow up and do the same.
FirstGenHomeRI can make homeownership a reality for families who historically have been denied such opportunities to build wealth and achieve economic stability through housing, Deputy Secretary of Commerce for Housing Joshua Saal said.

About Bidens Tax Credit
If the act passes, first-time homebuyers could claim their one-time tax credit of 10% of their homes purchase price . In contrast to previous first-time homebuyer credits, buyers would not have to repay these funds . However, the buyer would need to live in the house as their primary residence for at least four years if they failed to do so, they would need to repay these funds.
